Anina Harter is an economist for applied microeconomics and public finance on the scientific staff of the German Council of Economic Experts. She joined the scientific staff in February 2026. She previously worked at Humboldt University, the European Bank for Reconstruction and Development, and at the ifo institute. She received her doctorate from the Hertie School in 2025. Her doctoral research focused on the political economy of budgetary policy and the impact of external shocks on policy preferences. She studied economics at University College London and Heidelberg University.
